Databricks Apps user authorization (on-behalf-of-user)

Lets a Databricks app act with the identity of the person using it, so the app reaches only the data and resources that user may access, including Unity Catalog row filters and column masks. Apps declare scopes that limit what they can do on the user's behalf.
