IP functions

Built-in SQL, PySpark and Scala functions that parse, validate and canonicalize IPv4 and IPv6 addresses and CIDR blocks, such as ip_host, ip_network and ip_cidr_contains, with try_ variants that return NULL on invalid input. ip_cidr_contains also drives an optimized range join for matching addresses against CIDR blocks. The functions require Databricks Runtime 18.2 and above.
