LTAP Direct Writes

Speeds up the first load and full refreshes of Lakebase synced tables by writing straight to the storage layer instead of through the Postgres compute endpoint, so large loads finish faster without slowing live queries. It needs a Postgres 17 project and is chosen when the synced table is created.
