Convert external tables to managed (SET MANAGED)

The ALTER TABLE ... SET MANAGED command converts a Unity Catalog external Delta table into a managed table. It copies the data and Delta transaction log to managed storage and keeps the table's name, settings, permissions, views and history, with minimal reader and writer downtime and an option to roll back to an external table.
