REGISTER and UNREGISTER APIs

Iceberg REST catalog endpoints in Unity Catalog for handing an existing table from one catalog to another without copying or rewriting data files. REGISTER attaches an existing table to a catalog, and UNREGISTER, which Databricks contributed to the Apache Iceberg REST catalog specification, removes the table from its current catalog without deleting its data or metadata, so only one catalog manages the table at a time.
